Just read several articles of the Apollo Missions to the Moon and what was discovered.  It's "occupants" are clearly doing construction which may be completed by now.  (What ever it was they were building.)  Although most of these articles are open to the public they have never been "advertised" to their existence.  If our government were to let the public know without a doubt there are occupants on the Moon and they occasionly come to Earth for water, etc.  We would ask our government to do what?  Not let them hurt us? Our government cannon do anything so they remain silent.   Understanable.  It would be fantastic to "welcome" our neighbors.  However, we can't even get along with neighbors in our own country.  So Extraterestral Intelligent Life will remain hidden/frightened of humans that kill eachother, and ourselves.  Perhaps it's time we go forward without our government.  Welcome our "neighbors" to meetings/back yard parties, or just a cozy time by the fireplace on a cold rainy evening-doing our best to communicate.
