Witness Testimony

" Several orange lights stationary when illuminated but silently and continuously changing position. We were positioned on a rocky headland we first sighted tow orange glowing lights to the west of our position that were illuminated for approx 5 seconds shortly after we noticed 4 orange lights to the east identical to the first two although this time there were 3 lights in random positions but grouped together. Approx 30 min later the lights re appeared to the north in a group with different elevations the lights glow for up to 5 seconds then dissipate sometimes one or two at a time at other times 3 or 4 at once. The lights were in groups and this continued for hours we departed and the display was still visible. The reflection from these lights was visible on the surface of the ocean they were quiet low at times and stationary when illuminated and changed locations silently. "
