Witness Testimony

"Around 5:15pm oct 23 2017 in sugar land tx i saw something i thought was an approaching plane, but as i watched it i noticed pulsing very bright white lights. it didn't come over head like most plane but it hovered off in the distance all the while with white pulsing lights, almost like a fireflies. a plane will reflect the sun back and stay consistently the same hue; these lights would pulse and sometimes split into 2 lights and then go back. i compared other planes and helicopters and all of those have red lights but these were very bright white. i have 4 or 5 videos of the sighting. it made no sound, there is some back ground noise in my videos that are not related to the lights. i am not sure it wasn't some kind of drone but those kind of pulsing lights would have to be very bright and not at all "street legal". i lost sight just over the top of a neighbors house of it as it hovered and pulsed away."
