Witness Testimony

"Standing on the edge of ocean at night. looking west. at first i thought it was the orange light of a fishing boat off in the distance. then i thought it was a strangely low to the horizon star but then it made erratic but smooth non linear movements. hovering over ocean. it felt like it was looking down at something in the ocean. it changed many colors. started with orange, then had green blue and red. maybe white too. i wondered if it could just be a drone but it was too windy and much too far out of range from land. made interesting movements and hovered over the ocean, not far from it if you were to compare it to a plane in the sky. a plane was moving in the direction of it but much much higher and far away. i went to take a photo with my phone and when i looked up from my screen it seemed gone. but a few minutes later i saw a white light peaking through clouds touching the horizon. actual sighting lasted probably only 1min. approx 8pm december 16,2016. oregon coast. looking out at pacific.
