Witness Testimony

"I was on the phone with a friend, at and after dusk, on 11 august 2019. i was looking at the sky and talking from my back yard in quincy, washington and he was painting the interior of a garage in the spokane valley. i noticed what looked like a satellite to me. as it traveled from sw towards the nw, it would go about an inch in the sky then go dark. it did that several times. as i mentioned it to my friend he looked out from the garage towards the west and spotted the same thing in the sky from his position near dishman-mica road and 32nd street. after a few "blink outs" it suddently flashed a brilliant white like, like a camera flash but much brighter, which it did several times more after moving about an inch in the sky - dark for a few seconds, then bright flash. my friend saw it longer than i did because an amber street light began to obscure my view. he noted that it was in altitude with the star duhbe in the big dipper (i had to look the name up), if that is helpful. if it was a satellite, which i am inclined to believe, why did it behave so oddly in regards to going dark and then flashing so brightly in a regular manner? it certainly moved at the speed of a satellite and a reasonable trajectory for a satellite. the fact that two of us 160 miles or so apart could see it flash simultaneously is something to consider as well. it must have been very far up. we both live in areas with lots of air traffic and neither of us have ever seen anything like this before.
