Witness Testimony

" Very bright white/bluish light, weaves left and right, moves a tad and stops, then repeats.Last night, I opened my window, and looked up and saw this very bright light. It would flicker brightly for a few seconds and then dim down a bit. When it stopped flickering, it would move about a cm or two (if you were to hold out a ruler in front of you) to the left and right, as if it were weaving back and forth.After that it would move about 6 cm to the right and then stay stationary again for a few mins, and it would repeat this motion until it moved far enough away to where it wasn't see-able anymore. The light i saw was between a bright white and a very very light blue. And in the area i saw it in the sky, i also realized the litter dipper constellation was viewable near it. "
