Witness Testimony

"At approximately 5 minutes until 11pm on 11/11/19 i witnessed from a distance what appeared to be a helicopter or craft but the lights were not blinking and the white lights in particular were piercingly bright to be from an aircraft. we have several helicopters airlifting people to the hospital and these lights did not match those. when i drove closer i realized the object was completely stationary, maybe 100 feet altitude. i exited the loop and turned left on the street to head towards its direction, while maintaining uninterrupted visual tracking of it. it then began to descend and came extremely low maybe 20-40 feet in altitude. it moved with such stealth in a diagonal path northeast from where it was stationary. it got so unbelievably close to my location i have never seen an object move with such stealth. my car was playing aux music but glitched and switched over to radio without warning. when i grabbed my phone to take a video it was restarting. the closest i saw of this object (maybe 40 feet) was it small with white exterior lights and a red light on its under surface. it moved so low above the neighborhood streets by the time i lost visual tracking of it i was unable to find it again.
