"It was in the SE sky about 30 degrees up. It was a circular rope with multi colored lights. I viewed with 8x40 E.W.A. binoculars. It was spinning and dancing up, down, north and south. It would go from a circular rope shape to a crooked rope also into a figure eight shape, then back into a circular rope c/w multi color lights. It danced in the same small area for the 3+ hours that I watch it. IT DEFINITELY WAS NOT AN AIRPLANE, HELICOPTER, STAR OR A METEOR. "
